Debris hauling is basically getting fallen wood and debris off the property. Stump grinding can be a different argument especially when you have an uplifted stump still in the airspace after the tree failed.
If that uplift broke or blocks repair of something your policy already covers an underground utility, a deck that has to go back, a driveway, a fence then the practical point is simple: you cannot rebuild the covered structure until that stump is demolished / ground out.
What to push back on with the adjuster
If your insurance company says stump grinding “has to go under debris hauling,” ask whether the stump is actually preventing covered repairs. Debris hauling alone is removing trees and debris off the acreage. Needing the stump gone so a covered rebuild can happen is a different story — and that distinction matters on real claims.
